The Intelligence Cycle refers to the process used by the U.S. intelligence community to collect, analyze and disseminate intelligence. The process is generally made up of six steps:

• determining requirements
• collection
• processing and exploitation
• analysis and production
• dissemination and consumption
• feedback

Requirements

During the requirements stage, decisions must be made that define the policy areas and issues which will need to be addressed by the intelligence community. This stage is also when priorities are determined. Due to limited resources and budgets, some issues will need to have less priorities than others. U.S. decision makers, who include the President, the Secretary of Defense, the Secretary of State, and the Director of National Intelligence (DNI), each have their own intelligence requirements that are addressed by their respective agencies and departments.

For example, during the Cold War, intelligence regarding the Soviet Union's activities was the top priority in the intelligence community. The vast majority of operational and analytical resources went to learning about Soviet expansion and influence. Today, terrorism is one of the U.S.'s top intelligence priorities, as is Iran's nuclear program.
